Firstly, that'd be too compulsory to be popular in the #USA. Such systems already exist but nobody would want to be forced to send their child into a system known for abusing children. Many would rather kill their child than subject them to the American foster system.
Secondly, most abortions are done because the pregnancy is inconvenient and interrupts the woman's life, which is why people who get them usually ignores calls to carry the child to term and give up the kid for adoption.
