OSNMA (the Galileo authentication system) is not a paid service. Anyone can use it. But it only authenticates ephemeris data. It doesn't offer full protection against spoofing. Better protection is given by cryptographic GNSS signals, which are only available to authorized users (i.e., the military, law enforcement, etc.)
