Since quote posts have been around for a while on the Fediverse but are new to Mastodon servers, my first guess is the feature hasn't been ironed out yet. Hopefully they will fix it, but who knows since Gargron is leaving the project.

I don't block anyone so I don't know if on non-Masto servers like Pleroma, quote posts bypass blocks. But if Pleroma does, maybe you could get an account on a server that implements quote posts better.
