The Catholic Church certainly doesn't say the bible didn't exist before the reformation. Pope Innocent I is whom proclaimed which books where the established Canon, most of which had been used for centuries, (I think the Canon declared echoed the books that St. Augustin of Hippo referenced, but I'm not up to snuff on that) but there certainly where additional writings that had been used by believers as if they were scripture, including those that are now considered heretical or gnostic but most were simply not the inspired Word. Most of the New Testament did NOT exist prior to Pentecost. The disciples of the day had every reason to believe the return of Christ was eminent and as such didn't have the time to write, they were too busy spreading the gospel before it was too late. It was only once the first generation of disciples began dying off that it became clearer the need of a New Testament to compliment the Jewish writings.
