If laws arent enforceable or enforced, they're not really laws. As the existing system fails it's laws won't be respected. What fills the gap is going to vary with each region.

I think generally, the size of territories will shrink. I think the laws of these territories will reflect the values of its inhabitants.

Justice would be achieved in small courts. I'd expect most disagreements to be originating from the alleged violation of property rights. This is the origins of common law.

These courts could be established long before the existing system crumbles. This would aid in cooperation & maintaining order while chaos ensues outside the territory.
