The entire raison d'etre of Scrum is to service a backlog. If you have no backlog, you have no Scrum. Most of us think that it's not a great idea for our own work to pile up to the point that we have a huge backlog of unstarted work. When something needs doing, do it. Same for a company. If we need a backlog, we've already screwed up, probably to the point that Scrum or it's ilk won't help.
