The US doesn't "give permission" to Ukraine to do things
That's a very weak understanding of the relationship
Ukraine has been sending drones inside Russia for quite some time now. They can certainly shoot down bombers near the border & wouldn't care who said anything about it (nor would the US complain in this sort of case)
