What is the best way for USA to start buying #bitcoin for #SBR ?

Asking cuz if the announced #SBR , the price will go through the roof - it would be cutting your own feet with your own 🪓 :-)
I have few ideas -
- create a new wallet for every transaction and buy exactly one #bitcoin ! .. keep doing it till you get to target qty .. then create a register of all the wallets ..
- create a front end company like #MSTR to buy on behalf of Fed ..
- Acquire #microstrategy at 600 dollars per share ..
