Currently kinda.
The problem being that defining consciousness has been a challenge for over 2000 years. Fundamentally we are chemical computers. If we transfered a human mind to a computer does that computer have a mind, or is it a copy, or approximation of a mind?
If you press a button on a hydrolic press, the computer controls that action. Did the computer make a choice?
Is a person not simply following their programming based on all past experience and instinct?
This is a hard question to answer. One that will likely not be answered in our lifetime.

Recomended on economics:
To start, Read up on Smith (wealth of nations), Mill (on liberty), Hayek (lots), Keynes (the economic consequences of the peace), Friedman (lots and youtube lectures).
Also an advanced knowledge of mathematics helps as well. It's not something you'll learn over a couple weekends but trust me it's worth it after.

regardless it's a good read. hedgefund shorted MicroStrategy and went long btc under the assumption people were using mstr as a btc investment and would dump it with etf approval and put holdings into etf's.
