all major browsers fetch HTTPS DNS records.
Regarding an HTTP/3 check on the page itself, that is difficult. Connecting from the browser window itself won't work, as the HTTP version is not revealed to the web context. I would need a dedicated backend server that tries to connect via HTTP/3 as a client.
