Its a test to see what he can get away with. If the judge does not give him a hard slapdown (and ignore his inevitable whingeing) he's going to be emboldened to do even worse. NPDs like himself only understand consequences, not reasoning or promises.

Sometimes I see a bar with an ellipses near or at the top of my notifications list.
I assume that there was a notification that went away, like someone replied and then deleted before I saw it. But that's just a hunch. Is there an official explanation somewhere?

DL barcodes are a standard format, you can find the specs online. There is no legal reason you can't print a barcode with bogus info on a sticker and put it over the one your license. Some states even send you a sticker when you register a new address instead of sending you a new card.
The clerk won't care, they just want the register to go "beep." Just remember to take it off when you need to show it to a legitimate authority like a cop.
