1) Start-up CCS costs which the fed and AB govs have already promised to backstop 62% in subsidies, and
2) Operating costs for CCS, in which financial analysis reports write that if CCS is implemented, it wouldn't even break even and would probably require public bailouts.

Pretty sure Carney was already familiar with pipeline politics in BC.
But here's an interesting thing. BC has the 3rd highest number of federal Lib MPs - 20. All but 2 of them were elected in the Vancouver lower mainland where anti-pipeline feeling runs high.
By contrast, only 2 Lib MPs were elected in Alberta.
Is Carney not anticipating getting a second term?

I don't know what effect the pipeline MOU will have on North Island BC politics either - greater polarization, I imagine - but here's how North Island has voted provincially since 1979.
Gunn (fed. Con MP) & Kindy (prov. Con MLA) are both pro-MOU pipeline and are also both controversial for their public stance denying Indigenous genocide.

North Island—Powell River is an NDP riding where the Liberals have usually come 3rd or even 4th behind the Greens - sometimes with only 6% of the vote - since 2011. Gunn got in this time because people thought they were supposed to vote Liberal to keep out Poilievre so the vote got split between the NDP and Libs, giving the Cons a 6% lead.

I haven't done a study of it but in my experience all parties' HQs do it every election and if the Cons indeed limit themselves to just 8 per election going forward, that would be a huge improvement.
Fiddling with nomination races and/or over-riding local riding associations' and voters' choices of candidate was one of the reasons cited in the CPC report on the last election as to why it's hard to get quality candidates to run. You can raise thousands of dollars for the party during nomination races and then suddenly be disqualified on a technicality you were not informed of or nominations are closed earlier than advertised or someone else is just parachuted in from another part of the country. Rather makes a mockery of the idea that candidates are chosen by their neighbours.
