ICE is starting a new surge. I want you and your staffers visit every facility rented or use by ICE, including the temporary spaces that they occupy during this surge. I need you gearing up for oversight and ready to get loud and public.
At the May 5 Border Security Expo in Phoenix, Tom Homan said, "You will see more ICE agents than you've ever seen before, so congratulations."
I have seen what happens during those surges - massive human rights abuses. We have seen people denied access to phones, lawyers, food, and water. I have seen ICE using office bathrooms as temporary detention facilities, forcing a dozen people to sleep in close quarters on tile floors. During the Minnesota surge, they released people from detention miles from their homes, in the middle of the night in the freezing cold with no phone, no ability to call anyone, no jacket, and no shoes.
What are we going to see this time? Will we have people being released in 100 degree heat, miles from home, with no shoes? Will we see refugees and documented asylum seekers again held incommunicado for weeks despite being legally in this country?
DHS is gearing up for more abuses. They have not been held accountable for their past abuses. What will you do to hold DHS accountable?

I am appalled that Congress left the Capitol for a week on the eve on the 1973 War Powers Act deadline for the Iran War.
I am tired of Congress abdicating its responsibility to the American people. I am tired of Congress acting like a lap-dog to this Executive Branch.
This war is illegal in three ways: it violates the US Constitution (only Congress can declare war); it violates the UN Charter (which prohibits the threat or use of force except in self-defense against an armed attack); and now it violates the 1973 War Powers Act. There is no "reset" of the limit because of a ceasefire. Congress either approves the war or it doesn't.
This war has cost untold billions of dollars. I do not trust the $25 billion estimate from an Administration that regularly lies under oath to the American people. We, the United States, have killed thousands of people. The Department of Defense of this Republican Administration has expended an overwhelming number of our munitions stockpile.
I want Congress to do its job: force President Trump to end this deeply unpopular war of choice.

I want you to support the Equal Tax Act because this country is not just for those 800 billionaires, it is for all 340 million of us.
The Equal Tax Act ensures wealthy investors pay the same tax rate on their income that working people pay on their income, by taxing investment income at the same rate as earned income for those earning over $1 million annually. It also eliminates one of the ways the wealthy avoid taxes by ending the stepped-up basis loophole with unprecedented protections for family farms and businesses.
Polls indicate 66% of voters support raising capital gains rates on the wealthy, consistent with years of polling indicating support for closing tax loopholes that benefit the wealthy (74%) and making millionaires and billionaires pay more in taxes (70%). This proposal delivers by raising significant revenue exclusively from households that have more than $1 million in annual income.
This needs to be a cornerstone policy moving ahead. Those living off the interest on their investments should not pay a lower tax rate than teachers, farmers, nurses, and firefighters.
It's the right thing to do.

I object to changes to the rules governing Board of Immigration Appeals.
This rule change establishes a new appellate structure under which appeals are presumptively dismissed unless a majority of Board members vote to consider the appeal on the merits.
Presuming dismissal does nothing to validate the merits of individual immigration cases. A system that defaults to dismissal will screen out cases where meaningful scrutiny is most necessary such as when the appeal is filed under emergency intake conditions, often without immediate access to transcripts or records.
When appellate review is narrowed, legal and factual errors made are less likely to be detected and corrected before a person is forever removed from the Unites States. Changing this rule weakens one of the system’s central safeguards and raises the likelihood of uncorrected error and erroneous removal.
This rule change also reduces the appeal period from 30 days to 10 days. This is not enough time to prepare a meaningful appeal. It takes time to review the immigration judge’s decision and the record to identify legal or factual errors. It also assumes everyone involved in the process, including unrepresented asylum seekers, can get access to the databases and/or forms necessary to file their appeals in a timely manner.

You cannot vote to give DHS's cruelty a budget. Not only are DHS officers murdering people, not only are DHS officers assaulting people exercising their first amendment rights, but now, in the midst of a Minnesota winter, DHS officers are releasing people from the Whipple Federal Building without their phones, with no coats, in some cases no shoes, and DHS is not allowing them a phone call before they are released.
Yes, you are reading this correctly: DHS is pushing people they have detained out of the door in the middle of the night with no phone, no way home, and no protection from the cold. I was in shock when I saw the story on Minnesota Public Radio.
At 5 degrees F (the nighttime temperatures) without a coat, dangerous hypothermia can set in within 20 minutes.
Voting to fund DHS is giving DHS explicit permission to continue what they are doing -- beating, dragging, shooting, murdering, and deliberately freezing people.
Do not give my tax dollars to fund this cruelty.
How many more people will be subjected to this cruelty before you stand up and say no? Please ask all of your colleagues this question.

The Trump Administration launched a military strike against Venezuela on Saturday and kidnapped Venezuelan President Nicolas Maduro and his wife, Cilia Flores, killing his bodyguards.
This abduction violates our laws and international law. This was not self-defense under Article 51 of the United Nations Charter. It was not authorized by the U.N. Security Council.
Our tax dollars were used for this raid and used to fly Maduro and his wife to New York to stand trial on drug-related charges.
Congress must immediately do two things:
--Stipulate that this action is a usurpation of Congressional authority under the Constitution and demand an immediate stop to military action. Make it clear that the United States should in no way be ‘running’ Venezuela.
--Demand that Congress impeach and remove Donald Trump from the presidency for starting an illegal war with Venezuela.
To date, the Congressional response to this unlawful act has been weak and pathetic. One notable exception has been Sen. Patty Murray (D-WA). I urge you to adopt her attitude and use her statement as inspiration.
You have the power and authority to stop this war of aggression before it goes on one more day. Use it.

And to make it clear, I want all ICE officers to wear badges and name tags so that the individuals inflicting the worst violence can be held accountable. I want due process for every person detained by ICE with a clear paperwork trail so that every person detained can be found by their relatives. I want every person detained to have access to a lawyer, to have a phone call to their family, and then to have access to adequate food, water, and sanitation while detained.

I have seen enough news about AI deepfakes being used to cause harm, and I want you to draft legislation to stop it. Junior high boys are creating deepfake nudes of female classmates. Politically motivated bad actors are making deepfakes of politicians being interviewed with malicious intent.
I would like you to follow Denmark's example and change US copyright law to ensure that everybody has the right to their own body, facial features, and voice.
I would like you to follow Italy's example and make it a crime to knowingly cause harm to an individual by creating and spreading deepfake videos.
Rapidly developing AI technology has made it easier than ever to create a convincing fake image, video, or sound to mimic the features of another person. These videos and images are being misused and I am asking you to draft and introduce legislation to fix this.
Everyone has the right to their own body, their own voice, and their own facial features. Changing copyright law is a simple, straightforward way to combat deepfakes and would provide fixed financial penalties that would discourage the generation of deepfakes, force social media to take down the deepfakes, and force payment to the person whose image was used.
Let's start getting serious about the harm AI is causing.

Congress created the John F. Kennedy Center in 1964 as a memorial to President Kennedy after his assassination in 1963. It was originally authorized in 1958 as the National Cultural Center. As a public-private partnership, it is a “semi-independent non-profit organization.”
Against tradition and statutory authority, President Trump removed all trustees who had been appointed by President Biden. The enabling legislation requires a “just and sufficient cause” for removal. He then filled the board with loyalists, breaking with the tradition of bipartisan composition.
Now he has led the board to make a name change: The Trump-Kennedy Center. The board does not have this authority. Congress named the Kennedy Center and only Congress can rename it.
Just as we don’t put living and current president’s faces on coins, neither do we name landmarks for them.
Please join them and speak out against this sacrilege. Work with your peers to fashion legislation or a proclamation that points out that only Congress can rename the institution. While you’re home for the holidays, talk to local media and express your opposition to this latest repudiation of civil norms.

I am against the Wasteful and Inappropriate Service Reduction (WISeR) Model that would use AI to deny prior authorizations for Traditional Medicare patients. I understand that the test program will go into effect on January 1, 2026 and run for 6 years in Arizona, New Jersey, Ohio, Oklahoma, Texas, and Washington.
I want you to support these two bills to protect the healthcare of our elders. They are H.R. 5940: The “Seniors Deserve SMARTER Care Act of 2025 and H.R. 6361: The “Ban A.I. Denials in Medicare Act”.
AI prior authorizations and denials are a staple in commercial insurance and all they do is cause delay, stress, and in some cases, harm to patients. At least one Medicare Advantage insurer (United Health) used AI to deny care knowing that their algorithm was faulty and denying far too many procedures in order to save money.
If you want to save Medicare money, remember that Medicare Advantage costs the taxpayers 22% more than Traditional Medicare. Seniors deserve to have the healthcare their doctors determine they need, not the lack of care from an algorithm.
I am all in favor of meaningful reform of Medicare, but using AI to review and deny care is not meaningful reform. It has been a nightmare in commercial insurance and has no place in Medicare.

I am concerned about the Supreme Court’s growing reliance on its ‘shadow’ docket to resolve controversial and high-profile cases without any transparency - no substantive explanations, oral arguments, or reasoning.
I want you to support the newly introduced Shadow Docket Sunlight Act, which requires a written explanation and vote count for any decision concerning injunctive relief, including decisions on the Supreme Court’s shadow docket, to provide clarity and consistency to judicial decision-making. In addition to requiring the Supreme Court to provide a written explanation for shadow docket decisions and to indicate how each Justice voted on the decision by providing a vote count, the Shadow Docket Sunlight Act also requires the Federal Judicial Center to report to Congress annually on the Court’s compliance with the law.
The Shadow Docket Sunlight Act would open these decisions to greater public view and scrutiny— literally bringing light and accountability to outcomes of important cases now handed down in silence. It would help raise and restore the stature and credibility of the Court by imposing more transparency and public understanding.

This is just plain wrong. The people who least need the money get a robust year-end bonus.
Please draft legislation to lift the Social Security income cap. People making more than $176,100 have plenty of money to pay more taxes and represent only about 7% of American taxpayers. Getting rid of the cap would leave Social Security solvent for decades to come. Frame it as the patriotic duty of the top 7% of earners.
I am concerned that in just seven years, Social Security could reach a fiscal cliff that could leave millions of American retirees with drastically reduced benefits, according to an analysis by the Committee for a Responsible Federal Budget (CRFB). The think tank’s new report projects that, unless Congress acts, Social Security’s main trust fund will be insolvent by the end of 2032, triggering automatic and painful benefit cuts for everyone relying on the program.
The recently passed Republican budget has accelerated the timeline by reducing Social Security’s revenue through tax rate cuts and an expanded senior standard deduction.
Now is the time to get rid of the social security income cap.

In October, the budget bill of this Republican Administration will shift billions in SNAP costs from the federal government onto states. Because states are required by law to have balanced budgets, some states won’t be able to afford the planned 25% increase in costs, and they could be forced to deeply cut or even shutter their SNAP programs altogether, according to the Congressional Budget Office.
At the same time, to balance the state budgets, states across the nation are taking steps to gut the middle class. They will be raising tuition at state universities, canceling unfinished state road projects, and freezing state workers’ salaries to address the budget gap. No American will escape the consequences of this transformation of the SNAP program.
You have between now and October to come up with a bold plan to fix this. I want you to draft legislation to undo this horrible legislation and fully restore SNAP.
People across this nation will go hungry if you don't. No one in a country this rich should go to bed hungry.

The First Amendment declares that “Congress shall make no law …abridging the freedom of speech, or of the press.”
Yet that is what FCC Chair Brendon Carr has done by threatening broadcasters with license revocation if they aired ABC’s Jimmy Kimmel show. He charged CBS with media bias and “negotiated Skydance’s merger with CBS parent company Paramount.” He has forced news organizations to abandon their diversity, equity and inclusion initiatives and praised the new owner of CBS news for “adopt[ing] measures that can root out the bias that has undermined trust in the national news media.”
These are actions that are unconstitutional.
Carr, the author of the Project 2025 chapter on the FCC, is slated to appear before the Senate on Wednesday: an FCC oversight hearing held by the Senate Commerce Committee. Dear Senator / Representative:
This Republican Administration has announced a $12 billion payout to American farmers as a result of market losses caused by their tariffs, primarily for farmers who grow corn and soybeans. There are 1.9 million farms in the United States. About 750,000 farms grow corn and/or soybeans.
At the same time, this Republican Administration is stymied on developing a plan to assist the 24 million Americans who will see a massive increase in the cost of their healthcare when the Affordable Care Act subsidies expire on January 1, 2026.
Another 150 million Americans with employer-sponsored insurance are also expected to see increased premiums at a time when wages are stagnant. Although KFF reports that ACA premiums are rising 26% on average before subsidies, they predict that premium payments will more than double without subsidies.
Here's a better plan: end the tariffs, allow these 750,000 farmers to sell their products on the open market. Many of these same farmers rely on the ACA for their healthcare, so a clean, three-year extension on the ACA subsidies will help benefit the farmers as well.
Please be an advocate for common sense solutions that benefit the most Americans possible. Please push back hard on the Republican lack-of-plans to solve these problems.

I want you to do everything in your power to shed light on the ongoing training of National Guard units for domestic law enforcement duty.
I read that 200 troops who previously specialized in responding to nuclear accidents and terrorist attacks have had their training shifted to civil unrest training.
I see that the Pentagon is planning to have an additional 23,5000 National Guard soldiers trained for civil unrest by April 1.
For what civil unrest?
What troops are being trained? How much is this costing?
While public safety is always a legitimate concern, the enforcement of domestic law is never a proper use of the National Guard.
Preserving this separation of military and police may be the most important thing you can do in the coming months. Please be very vocal on this issue. Give interviews in newspapers across the state. Go on conservative radio and television shows and talk about this with veterans when possible.
We cannot let use of the military as police become normalized. Please use every power and privilege of your office to fight this expanded use of the military.

Dear Senator / Representative —
Please support the "No Palaces Act," which prevents future presidents from recklessly destroying historic sites. Introduced by Sen. Richard Blumenthal of Connecticut, this legislation would require National Capital Planning Commission review "before initiating any demolition activities." The bill, if passed, would also require congressional approval for privately-funded White House construction projects.
Although a veto-proof vote would be optimal, at a minimum I believe this bill needs to come before both chambers for a roll call vote before next fall. Voters do not approve of the unilateral decision to bulldoze part of the White House, and a vote on this bill could be a good reminder of that before the election.
I am appalled that we need a bill like this, but we do, so please support it.

I am so tired of the cruelty of ICE and DHS. I see stories of children being taken from their parents. I see stories of 18 year olds being deported to counties they have never lived in. I see stories pregnant women suffering miscarriages and being denied medical care. I see stories of American citizens being dragged from their cars, handcuffed, then released hours later.
I want you to do more to prevent these Executive Branch excesses and hold every ICE and DHS official accountable. I want all ICE officers to wear badges and name tags so that the individuals inflicting the worst violence can be held accountable. I want due process for every person detained by ICE with a clear paperwork trail so that every person detained can be found by their relatives. I want every person detained to have access to a lawyer, to have a phone call to their family, and then to have access to adequate food, water, and sanitation while detained.
In other words, I want ICE and DHS to follow the law.

In the elections clause, the Constitution grants states the power to administer elections for Senators and Representatives. The Supreme Court has ruled that this includes protecting voters and preventing fraud.
There is nothing in federal voting law that requires states to hand over private data so that the federal government can check list maintenance practices.
Yet the Department of Justice has sued 15 states* to force them to hand over unredacted voter rolls: full names, residential addresses, birth dates, driver’s license numbers and the last four digits of Social Security numbers.
This is an unconstitutional violation of state privacy laws and exposes voter information to possible political retribution. Given the history of DOGE access to supposedly restricted databases, it risks that data getting into the wrong hands.
I’m asking that you support state elections officials as they resist this administration overreach. Talk about it on social media. Put it in your newsletters. Speak to it from the floor. Be loud!

Despite DHS’s arguments to the contrary, the Supreme Court has ruled that police must have a warrant to obtain the cell phone location records of an individual extending over several days.

Please draft laws comparable to those in the EU to protect the privacy of Americans. Please get loud about DHS’s continued over-reach. For decades, federal agencies have, as required by law, given the public a chance to comment on proposed rules and rule changes. Only after the agency has reviewed all that information and considered the impact of the proposed rule can it go into effect.
Now, the Office of Management and Budget (OMB) for this Republican Administration has told agencies to dispense with gathering information altogether.
OMB told agencies that so long as they could make a case that the rule was illegal, whether or not a court had weighed in, they could roll back any rule. It told agencies to cut the public out, to not consult with state or local governments and to downplay the costs of a rule’s rollback.
Federal rules touch nearly everything: whether school's and buildings are accessible, whether a doctor’s office or hospital has the right equipment that's been inspected appropriately, whether your information stays private online.
I want you to draft the necessary laws to make sure OMB follows proper rule-making procedures. Get on the news in Republican-voting parts of the state and make it clear that Americans want this Republican Government to follow the rules -- including the rules for making rules.

President Trump has signed an executive order renaming the DOD the DOW. He does not have the authority to do so. Please make that clear.

Chief Pentagon spokesman Sean Parnell insists that the Administration has the authority to make this name change.
Congress needs to make it clear that (a) Congress hasn’t changed the name, (b) the executive branch does not have that authority, and (c) Congress has not budgeted for a name change.

I oppose the new definition of hemp inserted into the budget package that succeeded in reopening the government last week.
It was slipped into the USDA budget and redefines hemp, which is not an intoxicant, in such a way as to prohibit its growth and the sale of its CBD products. CBD products are widely used to help manage pain and inflammation.
Marijuana, which contains the intoxicant THC, is legal for medical use in 47 states, the District of Columbia, and three U.S. territories. It is legal for recreational use in 24 states, the District of Columbia, and two U.S. territories, and is not any more dangerous to society than alcohol.
By inserting this language into a budget bill, Congress has succeeded in banning products that are not intoxicants while intoxicating products remain legal across most of the country under state laws. Congress has effectively destroyed a $28 billion, highly-taxed industry.
Please join Sen. Rand Paul (R-KY) and Jeff Merkley (D‑OR) and work to reverse this travesty.

I do not support US military strikes on civilian vessels suspected of smuggling drugs.
This week, the UK and Canada, two of our best allies, cut off intelligence sharing because they do not want their intelligence information connected to violations of international law, which is what these deadly airstrikes are. I do not want members of the US military involved in violations of international law.
For decades now, the United States and other nations have worked together to combat drug smuggling without using the US military to conduct deadly airstrikes on civilian vessels.
Drug smuggling, even when courts convict, does not carry a death sentence.
I want you to publicly call out these violations of international law. Please read your objection into the Congressional Record and encourage others to do so. Raise this issue loudly, and often, so when the next US airstrike on a civilian vessel happens, there are Congressional statements in opposition.

On Friday, a Department of Homeland Security staffer told Broadview, IL, faith leaders that “there is no more prayer in front of the building or inside the building.”
The phone call followed an 11:30 a.m. interfaith service in the free speech zone near the facility. The free speech zone is on land owned by the village.
This is a serious violation of the First Amendment.
On Saturday, a DHS spokesperson walked back the restriction, noting it applied only to federal property. That means the official position of DHS is that no faith leader can minister to those imprisoned by DHS. That’s more restrictive than actual federal prisons, which not only have chaplains but also partner with outside organizations of faith.
Last week, Pope Leo appealed to this Republican Administration to attend to the “spiritual needs” of migrants in general.
You should also appeal to this Republican Administration. Create social media videos in the halls of Congress. Hold a press conference. Make this point in speeches and interviews. Those in DHS custody deserve adequate food, clean water to drink and wash with, access to lawyers, and spiritual care.

Sen. Rand Paul said, “we need to ask ourselves why so many Americans are on SNAP.”
I would like you to get real specific about the main reasons that 1 in 8 Americans need SNAP benefits.
The federal minimum wage has been stalled at $7.25 an hour since 2009. There isn't a single state in the US where a person can work full time making minimum wage and afford a one-bedroom apartment and food. It is employees of companies like Walmart, Coca-Cola, McDonalds, and Kohls who need SNAP to make ends meet.
Corporate stock buybacks were considered stock market manipulation and were illegal until 1982. President Reagan's Securities and Exchange Commission passed rule 10b-18, which created a legal process for buybacks and opened the floodgates for companies to start repurchasing their stock en masse. This money, which used to be passed on to the employees as higher salaries and investment in new products or research, now drives up stock value for CEOs and stockholders.
The AFL-CIO calculates the average CEO-to-worker pay ratio for S&P 500 companies, which was 285-to-1 in 2024.
While everyone keeps talking about SNAP benefits, please seize the narrative and talk about how we can make an economy that serves more Americans. Then work to get rule 10b-18 overturned and a living wage for minimum wage.

Please hold public hearings on the demolition of the East Wing of the White House. Please press this issue with Congressional leadership and start holding hearings outside the White House if you have to.
The scale of the proposed "ballroom" is more akin to the footprint of a convention center than a 1,000-seat ballroom and has a cost per square foot far beyond other such government projects.
No one -- neither the President or the firms he has allegedly contracted with -- has submitted construction plans as required by law.
Finally, no news article has mentioned -- nor have I seen any member of Congress tell us -- what happened to the art, statues and furniture that occupied the East Room before its demolition.
I know that there are dozens of issues that are competing for your attention. .
We need to stop this project in its tracks and ensure every step of the process gets the proper approvals from actual historians and architectural experts before any additional damage is inflicted on the White House grounds. Then introduce laws to make sure nothing like this happens again.

ICE wrongfully detained a US citizen in Florida for 30 hours based on an inaccurate biometric determination of his identity.
I want you to work to ban ICE’s use of biometric technology, such as Mobile Fortify. Research demonstrates FRT commonly yields false positives among Black people, people of East Asian descent, women, and older adults.
ICE officials claim that when Mobile Fortify generates a biometric match, it is a ‘definitive’ determination of a person’s citizenship status. They allow ICE officers to ignore physical evidence of American citizenship—-such as a REAL ID or a birth certificate—-if the app claims a person is an undocumented immigrant.
In 2024 the National Institute of Standards and Technology found that facial recognition tools are less accurate when images are "low quality, blurry, obscured, or taken from the side or in poor light." This is exactly the kind of images an ICE agent would likely capture when using a mobile app in the field.
Mobile Fortify is a dangerous tool, putting citizens and documented immigrants at risk of unlawful detention and perhaps deportation.
Use of Mobile Fortify as a broad, real-time surveillance tool is a violation of privacy, expands discriminatory policing, and facilitates authoritarian control of everyone's private lives.
Please make it stop.

I am very concerned about recent news reports highlighting quality and process errors in the manufacture of medications.
I want you to lead a legislative change which requires the FDA to make public the facility and the drug manufacturing lines that are failing US inspections. I also want clear labels on medications that include the names and addresses of manufacturers as well as the companies that produced a drug’s key ingredients.
As many experts note, the problems in manufacturing-issues like mold, rats, and unsanitary conditions-can be fully reported without revealing the underlying chemistry of the drug.
Drug companies often have multiple plants, each with its own track record. If there are no specifics on the labels, pharmacists, patients, and their doctors can’t trace a drug back to the factory or to FDA reports about a plant’s safety and quality practices. Such labeling will also be helpful in case of a recall.
I want both the FDA and patients to be able to track whether people are being harmed when complaints pour in about pills with an abnormal taste or residue. We should also be aware of patients who have experienced sudden and unexplained health concerns, including stomach pain and breathing problems.

When I hear Steven Bannon say that this Republican Administration is preparing for a third term in office for President Trump, I believe him. On January 5, 2021, Bannon accurately stated that the attack on the Capitol would happen. Over the summer, Bannon said that Trump’s Department of Justice would begin investigating his political opponents. So when Bannon says in an interview with the Economist that there is a plan to keep Trump in office beyond the end of his term in 2028, I believe him.
Is this it? Is this the end of our representative democracy? How do we get ourselves out of this?
