I didn't play Sega Rally on the Saturn, but I got to play the PC version shortly after getting my first multimedia pc (that's how we called anything with soundcard + CD drive + VGA graphics)
I remember being scruffy enough to build a diy "wheel" using a potentiometer and some resistors plugged into the gameport with needles (safety first 😆)
The hard cardboard sheets were most of the budget 🫠
