'reducing harm' and 'harm reduction' are not meaningfully distinct terms.
voting is not harm reduction because you cannot be meaningfully said to have reduced harm through the act of casting a ballot. there is no causal nexus linking 'cast a ballot' to 'harm is being, has been, or will be reduced'.
consider, for example, that voting for Clinton did not prevent Trump from becoming president. how, in that election, was voting 'harm reduction'?

it is not possible to meaningfully reduce the harm caused by Congress or the White House. one vote cannot do that. one vote is not harm reduction.
in order for something to be harm reduction, you must do something that meaningfully reduces harm. like, for example, taking methadone instead of heroin.
voting is not harm reduction.

the mayors of many major cities in the US are Democrats and they *happily* sent the police in during the BLM protests.
as for Trump's court nominees, many Democrats voted for them too.
if you really think I'm equating both parties or saying that they're the same, you *definitely* don't understand harm reduction *or* my arguments.
federal elective office is inherently corrosive. voting is not harm reduction.

voting is not harm reduction. to claim that it is is to misunderstand what harm reduction is and isn't.
KOSA in particular is a part of Project 2025, and the fact that it passed the Senate 91-3 should tell you something about how much voting has to do with harm reduction. the Democrats had plenty of time to encode *Roe v. Wade* into legislative law, during the Clinton administration and early in Obama's administration. they chose not to because they can campaign on it being under threat. gay marriage could have happened via Congress, and it is as under threat as *Roe v. Wade* was. it, too, can be put under legislative law. we are witnessing the erosion of privacy rights by technical means and the government working to address that erosion? the *European Union*.

voting is not harm reduction. voting is not harm prevention.
the office of the president is an inherently harm-causing institution. it does not matter if Trump would cause more harm than Harris; they are both going to cause harm, because the federal government enacts harm every day, harm that is dictated by presidential policy, congressional policy, military policy, regulatory policy.
Congress is also an inherently harm-causing institution. it cannot be otherwise because the laws Congress enacts are enforced by the executive, and those laws include things like KOSA.
you cannot meaningfully reduce or prevent the causing of harm through voting. to claim otherwise is a harmful act that diminishes restorative and rehabilitative justice. all of those motherfuckers on the ballot will happily sell you out—just look at the ones who voted for KOSA who have a D by their name.
