二、书评①: 经济学家Per Bylund
这是一本简短、信息量大却易读的小书,回答了斯堪的纳维亚福利国家"何以看似运转良好"的问题。
萨南达吉出色地梳理了学术现状,并引用北欧媒体事例来支撑叙述。它带读者了解斯堪的纳维亚文化、解释各国从贫困中"非凡崛起"的成因、解析福利国家的结构与演变,并讨论移民的影响。Bylund 重点谈了其中三点:
① 所谓"玫瑰色叙事"并不完整
19 世纪末,斯堪的纳维亚还是欧洲最贫穷的地区之一。古典自由主义改革 + 工业化,造就了一个世纪的"黄金时代"(瑞典约 1870—1970 年)。这种增长也得益于独特的北欧文化——高度的信任、强烈的职业道德与社会凝聚力,是成功经济的完美起点。文化是慢变量,所以即便 1930 年代后福利国家膨胀,其破坏性也需要数十年才显现。
② 性别平等的"另一面"
瑞典女性劳动力市场参与率确实高,但背后是 Myrdal 夫妇激进的人口控制议程:提高所得税、提供公立托儿,把家庭"推"向双份全职收入。而萨南达吉指出,北欧极少女性进入企业领导层——因为她们多集中于被公共部门垄断的教育、医疗行业。一组触目惊心的数字:1950—2000 年,瑞典人口从 700 万增至近 900 万,但私营部门净就业创造接近零。
③ 移民融合的退步
在福利国家激进化之前,斯堪的纳维亚极善于融合移民;此后,僵化的劳动法规与庞大的福利,把移民挡在了就业市场之外。问题本质是融合与政策,而非外来族裔本身。
Bylund 的总结:北欧令人赞叹的生活水平,是一个自由市场的故事,植根于经济上健全的文化。这种文化也曾支撑福利国家,直到数十年的破坏性激励侵蚀了这些价值。而萨南达吉用一句话概括:"斯堪的纳维亚全然不特殊。"

三、书评②:加拿大 Andrea Mrozek
原载加拿大 IMFC(2015-08-27),副标题:"瑞典的财富、工作与积极性如何因福利国家而受损"
瑞典常被奉为平等与福利的闪亮典范,宛若乌托邦——尽管,这可悲地与证据相悖。萨南达吉提供的新素材,促使人们重新审视北欧的经济现实。
财富的下降
瑞典从 1975 年全球第四富国,跌至 1990 年代中期的第 13 位,自由市场改革后才回升至 2010 年的第 10 位。2004 年营收最高的 100 家瑞典企业中仅 38 家为私人所有,其中只有 2 家开张于 1970 年之后。更惊人的是"隐性失业":政府报告 2004 年失业率约 5%,但麦肯锡 2006 年报告显示真实失业率接近 17%。
隐蔽的税
北欧人何以接受如此高税?表层是意识形态,更隐蔽的是:政府收入中很大一部分对纳税人是看不见的。1965—2013 年,隐性税(增值税、社保缴费等)占 GDP 比重:芬兰 8%→22%,挪威 4%→18%,瑞典 4%→19%。
积极性的流失
一位瑞典牙医的真实故事:1980 年代末,他一周只工作三天——剩下两天不值得,因为回报会被税收全部拿走。积极性下降、病假增加、提前退休增多;在瑞典,认为"滥用政府福利并非总是不对"的人比例大幅上升。更反直觉的是,瑞典展现出最高水平的财富不平等——原因正是许多家庭依赖政府安全网,因而储蓄有限。
Mrozek 的结语:许多人愿相信北欧证明了社会主义可行;而事实上,无节制的支出、大政府计划与高税收,正如多数经济学家所预言的那样运转——大政府耗尽财力,把人民推向依赖。当一些加拿大人放眼效仿瑞典时,不妨想想:像萨南达吉这样的瑞典人,正谋求变得更像加拿大。

I believe so yes indeed. Probably the only difference is how in Russia a central authority can more easier do whatever they want, while in western one it still can do and does whatever they want, they just implement new laws and or regulations in order to do that.. when this isn't enough they create psyops and or propoganda.
