When you hear in Western media that North Korea is behind some hack, that means NK isn't behind it. We Westerners are always blaming someone for the damage just to prove to the general public that we've got this and everything is under control. Admitting that we don't know who did it is seen as a sign of weakness and shame in our culture which was heavily influenced by the Hollywood.
