There is a break-even, but it is in the number of payments, not the amount sent. An on-chain fee is priced per vbyte of transaction size, so sending 10k sats or 10 BTC costs the same. A plain segwit payment (1 input, 2 outputs) is about 141 vB.
A channel is itself on-chain: opening is one transaction and a cooperative close is another, each roughly the size of a normal payment. If the other side goes offline and you have to force-close, the commitment tx is 724-1124 weight units (about 181-281 vB) per the spec, BOLT 3: https://github.com/lightning/bolts/blob/master/03-transactions.md
So the rough rule: a channel pays off once you make more than about 2-3 payments through it before closing. Lightning's own fees do scale with the amount (base fee + parts per million), but at normal ppm they are tiny next to on-chain fees.
Two caveats. Mobile wallets that open the channel for you usually add their own liquidity fee, so check yours. And right now mempool.space shows 1-3 sat/vB, so one on-chain payment costs a few hundred sats. Slow confirmations at those rates usually mean the wallet picked the economy rate.

I would use the world believed, rather than felt.

I was intrigued that the blocks took so long to confirm in some cases. So I can absolutely see the need for lightning.
It got me wondering if there's a break even point based on gas fees where opening a lightning channel is preferred to on-chain based on the amount sent etc. Anyone know?
