Miners are selling block space. You can't sell something for more than people are willing to pay or you end up with unpurchased inventory.

People sending a payment want it to confirm now, not tomorrow or next week. If a lot of them are trying to move money now, they have to outbid each other on #Bitcoin fees to be in the block template.
People doing something like putting an inscription on the blockchain don't need immediacy. They sign the transaction into the mempool, and as long as it confirms eventually, they're happy.
The very low network fee rate is a sign that Bitcoin, despite the recent price movement, is very unhealthy. There is very little demand to use Bitcoin as money. People are only buying price exposure, which is speculative, and speculation can evaporate quickly.
