when said user base is only 3% of all users, doing that will at best make sure those 3% stay the same

from a statistical point of view, it's way more attractive to try and bring even a small percentage of the 97% onto your side instead.

imagine if, say, firefox's next new feature brings in 1% of that 97% while alienating 10% of the existing user base. the end result would still be a (0.01 * 0.97 - 0.03 * 0.10) = 0.0067 or 0.67% increase. it'll be a risk worth taking.
