Part of the problem is thinking there should be one homogenous culture on the fediverse or you can have one set of rules that works for everyone. That's not how cultures work, unless they're White supremacy or Hinduvata or some other form of supremacy and all about dominating, colonizing and/or destroying other cultures.
I suspect the fediverse would benefit from being thought of more as a multicultural and diverse space* and we could all think more about how our cultural norms are quite subjective and influence how we communicate and experience other people's communication.
* especially since translation software can help us communicate across languages to some degree.
