Well here's the thing, bootloader unlocks are not considered carrier locks by the FCC.
Related: you know tracfones? The phones notoriously locked with shitty ass firmware that didn't allow many normal unlocks? When VZW bought them and they moved all their brands to the VZW network, they also carried over VZW's unlock policy.
