The administrative and logistical capabilities of a State to establish monopolies and sustain / expand itself in a society are determined by cultural, geographical and technological factors.
The last are quite within our power to re-engineer, hence the decentralised tech you speak of.
But the main battle is always ideological, and increased State monopolisation now is increasing State costs far faster than State revenues, so "by their fruits ye may know them" is going to be in our favour for some time :)

The violent disappearance of the weaker states at the hands of the stronger has been going on since at least the Bronze Age.
Large states also can collapse - Orlov's Five Stages of Collapse - leaving a patchwork of non-state and micro-state successors.
But the overall trend has been monopoly at larger and larger scales.
If revenues can be extorted and violence deployed at greater scale, then it will be, up to the logistical and administrative limits of the era. See "Against The Grain" for more details.
In the present era, nothing techically prevents one state from going global and introducing a new Dark Age of totalitarian stagnation. If it weren't for nuclear weapons taking the profit out of the biggest cases, I daresay it would have happened already.

I find that baffling - Palestine would be my go-to for demonstrating the opposite.
In the West Bank, a permit from the occupiers is needed for everything, like a parody of France; only much more spiteful.
There's 101 things Palestine is short on, Statism isn't one of them.
Governments that need to make a profit by extorting their own citizens cannot be this violent and spiteful without going broke, but Israel's State is secured by Western taxpayers, both directly and indirectly.
