The absolute weirdest encounter I have had with birds of this ilk was in Budapest in Hungary with the birds free to leave the zoo and returning in the evening like a scene from Jurassic Park. This one is in Dublin though.

Oh they exist for sure. I have worked with them. I know how they do it, EU is not interested in enforcing it. They are not alone, Americans, Canadians and many others do it. They enter as tourists and work as freelancers, nobody checks and they get paid into UK or US accounts.
