Hmm, .. I don't think it's quite that. Rights are about privileges not being taken. "The right to privacy" doesn't force your mouth shut. If means that noone may coerce you into exposing private information. "Right to a family" doesn't deliver you a family. Right to drinking water wouldn't mean it gets delivered.
Typically, if relevant, these rights are provided for by commons funding, i.e. tax money through governance by a central body. You do not demand others' slavery. You expect the responsible (public) servants to facilitate like public servants expect you to do your part. Public servant isn't a slave. They receive their salary such that they too do it to provide for their family. Government creates the position/opportunity.
