That's certainly true for an unstressed CPU with lots of free memory (paging is not allowed). I've only glanced at the real-time variants of open source Unix os's, but it seems like their premise is reasonable. Somehow I came out of it with a grayscale image of what is real-time, rather than black and white. It all depends on latency requirements and how much is offloaded to driver chips. We used to have to ramp motors by changing the interval of our main processor's interrupts, and put motor windings for steppers out on parallel ports.
