I strongly disagree. This could possibly suppress comments which some group of people don't like and hide them from others. A evil large entity could abuse this to artificially decrease reputation of their opponents. In my opinion, it's enough, if a user pays the relay to relay their content. This limits spammers significantly, since it would be expensive to mass-create new IDs.
