I was just evolving my thought on this with your idea. Could maby the extent of corruption be best evaluated by (value of enacted project)/(personal gained money)?
Since one could argue, that as higher the personal gains need to be in order to accept the risk of being taken out of power for it, as more difficult it is to corrupt someone.
And who is open to accept whatever small bribe is highly corruptable.
