Citizenship is a scarce asset, just like bitcoin, or shares in a corporation.
Citizenship says "I have the right to work and to live here, as long as I'm fulfilling my responsibilities to my fellow citizens."
For the powerful in the West, citizenship is plural, and subsidiary. They hold passports in multiple countries, and they have residence in small, guarded, often-gated communities within those countries, from which all others are excluded.
In most Third World countries, especially but not only in rural areas, almost everyone shares those rights and opportunities, not just the powerful. Citizenship is limited to those who marry or are adopted in (with limited, Western-style exceptions depending on the country). And even for citizens of the nation, they cannot always simply move to another region. Regions and tribal communities often have their own, subsidiary "citizenship", or residence permits. Even if not recognised by the "official" government.
Westerner working people, by contrast, typically have the lack of rights that defeated, occupied and soon-to-disappear have had throughout history.
We should learn from more-empowered societies. Citizenship/Residence must be local if it is to be valued, and it can be decentralised yet combined in larger, federated units.
