Its not fully true. A true open source project with an active dev community that builds on top of that code will fix -in their own interest - such bugs should they find them. If you can't build upon the code because of the license devs aren't actively checking as much. It used to be full open source before the bug was introduced.
Maybe someone saw the bug and used it, yes. It should not have existed in the first place, especially after such a long time. If you sell sleep at night technology, maybe have it Security audited at some point in time.
Also no guarantee it would have been exploited regardless at some point.

and the commit message simply reads "runs". Raising the assumption that the software didn't compile so NVK started fiddling with the code until it did - disabling the HW RNG in the process.
