If node runners wanted PoS but users wanted PoW it allows for forks to happen, Monero core would be PoW, Monero Node fork would be PoS.
Unfortunately, if a situation like that happened block validation would be an issue on Monero Core until enough people started running the new Monero core.
It’s similar to The BIP-110 situation, everyone uses the same network until they don’t.

Monero routinely hard forks, so if someone doesn’t like a specific protocol update then they can run a fork of Monero they do like.
This isn’t the case with Bitcoin, even softforks like Knots are forced to use Bitcoin core rules, unless they hardfork.
People who prefer v28 to 29 are still playing under the rules of v31 indirectly.
