It's always true of course we can't see amounts and do simple arithmetic to prove supply. So it depends on what level of proof you're comfortable with.
But we absolutely can go back and look at the ledger and prove that the transactions in it are consensus valid. Which involves proving that no additional Monero were created.
I think it's important to remember that a blockchain is a chain of blocks right? And inside those blocks are transactions, so a blockchain is just a record of transactions.
Therefore the overwhelming vector that causes problems for blockchains is malformed transactions. There are other ways of course, mining bugs, etc.
but if a transaction has to prove the sum of its inputs and outputs equal zero in order to be consensus valid, it goes a very long way to mitigating any supply bug.
