WG itself has no congestion mechanism - it's the actual next layer (for example a tested http connection) which does that. And if you have cubic set on tcp, well, it will be bad. But BBR make a huge difference. Do a simple test - push packets using hysteria over WG, set a constant speed. And you will immediately see if it's the WG problem or a trigger happy tcp congestion control backoff.

I already started doing some work on the music social network project, building out the data structures for internal use and the parsers for the nostr event formats for them, and bumped into a bunch of remaining issues with the compiler.
First thing to fix most of it is I am removing the entire modules apparatus. there is a MANIFEST which specifies the URLs and version tags to pin for the application repository, and a lockfile to prevent any incidental concurrent attempts to use the same source repository on different tags at the same time. It's basically the old GOPATH setup except with a version tagging and concurrency lock to prevent two compiles concurrently clobbering a repository package. The binary objects can be immediately linked instead of recompiled, and header file are automatically generated (C header file style) in a versioned cache. Much simpler than modules, no replace no complicated bullcrap. just the solution that should have been applied by Go anyway.
Moxie is what Go should have been if it was the natural progression from Rob Pike's work with Newsqueak, Plan9, Inferno. A strictly pure CSP/Actor model system, a bit like Erlang, but with absolutely zero shared memory. Everything single threaded event loops with bidirectional channels. The build system is based on Go's original GOPATH system now, with version tags added, and supporting only Git, because who the fuck uses anything else these days except for stupid retarded gigacorp companies like IBM and shit who are still stuck in the 70s at the management level.
Anyway, so these changes will be all done shortly and I'm gonna be getting to a medical clinic this morning and getting my splint and dressings all fully updated and cleaned up. probably will be one of those two piece things with the thick padding and my stitches will get pulled out and probably i'm gonna be a lot more comfortable soon. All that's needed now is this KIBHR sends a nasty warning to the police that they will be in court if they don't give my passport back, and the block on my exiting the country removed, if it even exists at all, because so far it looks like this is just an agreement between the doctor, the police and the migration department, not on paper, because nobody has given me one single piece of paper about anything. Fingers crossed it is as I am reading it, because then i can get the fuck out of this place and back to Georgia and start the full recovery and stack my resources to start my process of getting Kyrgyz Republic citizenship. A long haul, but I certainly have had a shock that has woken me up and learned some really important things in the last 3 months.
